ПРОГРАММА СПЕЦИАЛИЗИРОВАННОГО КУРСА ПОДГОТОВКИ ВОДИТЕЛЕЙ ПО ПЕРЕВОЗКЕ ВЕЩЕСТВ И ИЗДЕЛИЙ 1 КЛАССА
ПОЯСНИТЕЛЬНАЯ ЗАПИСКА
Учебно-тематический план и программа курса специальной подготовки водителей транспортных средств, осуществляющих дорожную перевозку веществ и изделий 1 класса, разработаны согласно приказа Министерства транспорта Российской Федерации от 9 июля 2012 г. N 202. и требованиями главы 8.2 приложения «В» к Европейскому соглашению о международной дорожной перевозке опасных грузов (далее ДОПОГ).
Учебно-тематический план и программа специальной подготовки по перевозке веществ и изделий 1 класса осваивается водителем транспортного средства после прохождения подготовки по базовому курсу в объеме 24 часа.
Программа подготовки предусматривает:

КВАЛИФИКАЦИОННЫЕ ТРЕБОВАНИЯ К ВОДИТЕЛЮ
АВТОТРАНСПОРТНОГО СРЕДСТВА, ОСУЩЕСТВЛЯЮЩЕГО
ПЕРЕВОЗКУ ВЕЩЕСТВ И ИЗДЕЛИЙ 1 КЛАССА
Водитель транспортного средства, перевозящего вещества и изделия 1 класса опасных веществ должен знать:
1. Распространенные причины аварий, связанных с перевозкой вещества и изделия 1 класса опасных веществ автомобильным транспортом и последствия таких аварий.
2. Требования национального законодательства в сфере опасных грузов и международных конвенций и соглашений.
3. Определение основных понятий о веществах и изделиях 1 класса
4. Основные виды опасности 1 класса и информацию о защите окружающей среды.
5. Общие требования к упаковкам, крупногабаритной тары, контейнеров средней грузоподъемности для массовых грузов, используемых для перевозки вещества и изделия 1 класса опасных грузов.
6. Требования к транспортным средствам, перевозящим вещества и изделия 1 класса опасности, их дополнительное оборудование, средства пожаротушения.
7. Требования к маркировочным надписям, знакам опасности и информационным таблицам.
8. Требования к перевозочным документам при перевозке веществ и изделия 1 класса опасных веществ и порядок их заполнения.
9. Способы перевозки опасных грузов и возможные ограничения, связанные с количествами опасных грузов.
10. Запрет на совместную загрузку веществ и изделий 1 класса опасности и меры безопасности, связанные с совместной загрузкой.
11. Требования к погрузке, разгрузке и закрепления веществ и изделий 1 класса.
12. Требования к очистке и (или) дегазации перед загрузкой и после разгрузки.
13. Условия и режим движения транспортных средств с опасными грузами 1 класса опасных веществ и ограничения, касающиеся движения. Надзор за транспортными средствами с опасными грузами.
14. Обязанности участников перевозки опасных грузов и общую информацию о гражданской ответственности.
16. Требования к экипажу транспортного средства, перевозящего вещества и изделия 1 класса опасных веществ.
17. Превентивные меры и меры безопасности при перевозке опасных грузов.
Водитель транспортного средства, перевозящего опасные грузы должен УМЕТЬ:
1. Проверять пригодность транспортных средств к перевозке вещества и изделия 1 класса опасных веществ.
2. Проверять пригодность оборудования, используемого для перевозки веществ и изделий 1 класса опасных веществ и для погрузочно-разгрузочных операций.
3. Проверять наличие на транспортных средствах транспортно-сопроводительных документов и соответствие их установленным требованиям и груза.
4. Заполнять Товарно-транспортный документ на опасные грузы.
5. Использовать письменные инструкции.
6. Использовать дополнительное оборудование транспортных средств, перевозящих вещества и изделия 1 класса опасности и средства индивидуальной защиты.
7. Использовать меры пожаротушения, которыми комплектуется транспортное
средство, которое перевозит вещества и изделия 1 класса опасных веществ.
8. Оказывать первую медицинскую помощь пострадавшим при ДТП или аварии при
перевозке опасных грузов.
9. Обезвредить последствия ДТП или аварии при перевозке опасных грузов.

Программа специализированного курса подготовки по перевозке веществ и изделий 1 класса:

ТЕМА 1. ВИДЫ ОПАСНОСТИ, ХАРАКТЕРНЫЕ ДЛЯ ВЗРЫВЧАТЫХ И ПИРОТЕХНИЧЕСКИХ ВЕЩЕСТВ И ИЗДЕЛИЙ
Определение основных понятий о веществах и изделиях 1 класса (пункт 2.2.1.1.1):
— взрывчатые вещества;
— пиротехнические вещества;
— взрывчатые изделия;
— десенсибилизированные взрывчатые вещества.
Взрыв. Процесс взрыва (цепные химические реакции и условия необходимые для их протекания, скорость разложения, переход от горения к детонации). Взрывная волна. Взрывы с сильными механическими и акустическими последствиями. Опасные реакции, которые могут возникнуть при взаимодействии различных взрывчатых веществ.
Классификация веществ и изделий 1 класса:
Критерии взрывчатых веществ и изделий (раздел 2.2.1). Отнесение фейерверочных изделий к подклассам опасности (пункт 2.2.1.1.7). Таблица классификации фейерверочных изделий по умолчанию (пункт 2.2.1.1.7.5).
— определение подклассов веществ и изделий 1 класса (пункты 2.2.1.1.4-2.2.1.1.5) и порядок определения степени опасности подклассов (пункты 7.5.5.2.2 и 5.3.1.1.2);
— определение групп совместимости веществ и изделий 1 класса

— классификационный код (пункт 2.2.1.1.4);
— дополнительные виды опасности (колонка (5) таблицы А в главе 3.2).
Свойства взрывчатых веществ и изделий с взрывчатыми веществами:
— виды взрывчатых веществ (инициирующие, бризантные, метательные и т.д.);
— виды изделий, содержащих взрывчатые вещества.
Основные причины и факторы, которые могут привести к возникновению взрыва:
— умышленные и неумышленные взрывы;
— химические, механические причины взрывов;
— электрический разряд как вероятная причина взрывов.
Опасные последствия взрывов:
— обычные и осколочные ранения;
— термические и химические ожоги;
— повреждения, наносимые взрывной волной;
— повреждение органов слуха;
— отравления газообразными продуктами взрыва;
— разрушение и уничтожение материальных ценностей;
— загрязнения почвы, водных ресурсов и воздушной среды;
— последствия пожаров.
Исключение из класса 1 (пункт 2,2.1.1.8). Вещества и изделия, не допускаемые к перевозке (подраздел 2.2.1.2). Перечень сводных позиций (подраздел 2.2.1.3). 2.2.1.4 Глоссарий наименований (подраздел 2.2.1.4).
ТЕМА 2. ТРЕБОВАНИЯ К УПАКОВКЕ, ПЕРЕНОСНЫМ ЦИСТЕРНАМИ МАРКИРОВКЕ ПРИ ПЕРЕВОЗКЕ ВЕЩЕСТВ И ИЗДЕЛИЙ КЛАССА 1, ПЕРЕВОЗОЧНЫЕ ДОКУМЕНТЫ
Общие положения по упаковке опасных грузов в тару, включая КСГМГ и крупногабаритную тару (раздел 4.1.1). Общие положения, касающиеся инструкций по упаковке (раздел 4.1.3). Перечень инструкций по упаковке, инструкция по упаковке Р101(подраздел 4.1.4.1), инструкции по упаковке ШС 100, касающиеся использования КСГМГ (подраздел 4.1.4.2), инструкции по упаковке, касающиеся использования крупногабаритной тары LP 101(подраздел 4.1.4.3).
Специальные положения по упаковке грузов класса 1 (раздел 4.1.5).Специальные положения по совместной упаковке (раздел 4.1.10).

Требования к конструкции, оборудованию, официальному утверждению типа, проверкам и испытаниям, а также маркировке цистерн, контейнеров для массовых грузов и специальных отделений для взрывчатых веществ смесительно-зарядных машин (MEMU) (глава 6.12).

— дополнительные сведения на знаках опасности (номер подкласса и группа совместимости) (пункт 5.2.2.2.1.4).
Маркировка знаками опасности (информационными табло):
— специальные требования к маркировке транспортных средств и контейнеров, в которых перевозятся вещества и изделия 1 класса, отнесенных к разным подклассам.
Дополнительные перевозочные документы при перевозке веществ и изделий 1 класса:
— разрешение на перевозку;
— утверждение компетентного органа при перевозке веществ и изделий 1 класса, отнесенных к одной из позиций «н.у.к» или к № ООН 0190 ОБРАЗЦЫ ВЗРЫВЧАТЫХ ВЕЩЕСТВ, а также при перевозке веществ и изделий 1 класса, упакованных в
соответствии с инструкцией упаковки Р101, приведенной в п. 4.1.4.1 (подпункт 8.1.2.2 буква с), подпункт 5.4.1.2.1 буква с), пункт 2.2.1.1.3, глава 3.3 (178);
— ДОПОГ — свидетельство о подготовке водителей транспортных средств, перевозящих опасные грузы (пп. 8.2.1.8, 8.2.1.9 подпункт 8.2.2.8.3): содержание и применение;
— Свидетельство о допущении транспортных средств к перевозке определенных опасных грузов (подраздел 9.1.2.1): формат, содержание и применение.
Специальные требования к транспортному документу при перевозке веществ и изделий 1 класса (подраздел 5.4.1.1.1 и 5.4.1.2.1, а также глава 3.3 (617). Общая информация, указываемая в транспортном документе (подраздел 5.4.1.1). Дополнительная или специальная информация, требуемая для класса 1 (подраздел 5.4.1.2).
ТЕМА 3. СПЕЦИАЛЬНЫЕ ТРЕБОВАНИЯ,
ПРЕДЪЯВЛЯЕМЫЕ К СОВМЕСТНОЙ ПОГРУЗКЕ ВЕЩЕСТВ И ИЗДЕЛИЙ КЛАССА 1
Запрещение совместной погрузки (раздел 7.5.2). Таблица совместимости (подраздел 7.5.2.1, 7.5.2.2). Запрещение совместной погрузки опасных грузов, упакованных в ограниченных количествах, со взрывчатыми веществами и изделиями любого типа, за исключением веществ и изделий подкласса 1.4 и № ООН 0161 и 0499 (подраздел 7.5.2.4).
Меры предосторожности в отношении продуктов питания, других предметов потребления и кормов для животных (раздел 7.5.4).Ограничение перевозимых количеств (раздел 7.5.5). Ограничения в отношении взрывчатых веществ и изделий (подраздел 7.5.5.2).

— транспортные средства ЕХ / П и ЕХ / Ш (подраздел 9.1.1.2);
— требования, касающиеся транспортных средств официально утвержденного типа (подраздел 9.1.2.2);

— свидетельство о допущении к перевозке (раздел 9.1.3);
